The first calls for discretion and planning, the second for perimeter control and crowd management. The way each is run differs.

Varied routes, never the same road at the same hour. Vehicle check before departure. An alternative route prepared. Communication established with the point of arrival. For moderate risk these are sufficient and involve little cost. For high risk, add route reconnaissance and a second vehicle.

For private vessels, add the risk of theft and of intrusion alongside. Practical measures start with route planning and crew briefing, not with an armed presence.

Then the practical preparation: transfers arranged in advance, vetted accommodation, trusted local contacts, communication procedures and an evacuation plan.
